Restoring a VMDK or a VM with SCV results in an inconsistent file system

Issue

When VMs or Datastores are backed up with SCV/NDB, certain file systems are not guaranteed to restore or clone in a consistent manner,
despite choosing file sytem consistent backup in the SCV Plug-in.
