Oracle clone process fails with PL-SCO-30000 and no control files are created

Issue

When cloning from backup, the process hangs at control file creation.  It doesn't appear to have an error until the job times out or is aborted.  The Oracle control files are never created, but are reported to have been created in the spl logs
