New installation of SCE/SCW 4.8P1 fails to register the navssprv service

Issue

  • New installation of SCE/SCW fails to register the navssprv service and the service does not show in the Services.msc on the host(s).
  • Error seen in the install logs:

 (ISP Action): A program failed to start.\nTrying to start a program resulted in an error.\nProgram location: C:\Program Files\NetApp\SnapCenter\SnapCenter Plug-in for Microsoft Windows\\nProgram: "C:\Program Files\NetApp\SnapCenter\SnapCenter Plug-in for Microsoft Windows\navssprv.exe"\nCommand line: -r service -a ".\LocalSystem"\n\nGetLastError returned: 0.
