Answer

No, a capacity-based license is not required for SnapCenter 6.0 and Cloud Volumes ONTAP.
 
NOTE:
No change has been made to the SnapCenter UI, so if a capacity-based license was previously added, the following will still be seen in the SnapCenter UI:
 
  1. Controller License for CVO under ONTAP Storage Connections will still show as Not Applicable

  1. Licensed Capacity widget will still show the licensed capacity of the previously added license
    • This is merely visual - if the licensed capacity is exceeded, everything will continue to function as it should
