How to migrate SCV config keys from AppSettings file to NSM Database

Description

When SCV is currently showing the key UseAppSettings being set to true in the appsettings-storage.json configuration file,
the SCV config keys need to be migrated from AppSettings file to NSM Database.
The configuration keys will only be based on the SCV NSM database in a future release.
