Answer

No, powered-off VM does not cause SCV backup with VM consistency enabled to fail.

Note: For a powered-off VM, vmcontrol_<JOB_ID>.log shows the following messages, and SCV takes a backup without creating a VMware snapshot.

DEBUG scv --- [pool-5-thread-3] c.n.a.b.QuiesceManager                   :  Determining VM: <VM> power state to check if VMware snapshot needs to be taken<VM>
DEBUG scv --- [pool-5-thread-3] c.n.a.b.QuiesceManager                   : VirtualMachine <VM> is powered off, skipping VMware snapshot.
