Cloning an Oracle CDB results in PDBs with duplicate services causing a split-brain

Issue

When cloning a CDB on the same host or to a host that uses the same PDB and service names, the PDBs in the clone CDB will be added according to the original services.
If the same service name is listening for two databases of the same name, any accesses can go to either database, causing a split-brain situation.
