An SQL Database restore to alt host takes a long time and Job keeps running

Issue

A restore of a multi-Terabyte database to another host's SQL instance with the NonOperational recovery model, doesn't appear to finish, although the database is available after a few days, having completed the copy.
 
The Job keeps showing as 'Running', and the SCSQL process for that job ends with the error message:
Failed to restore. Database '<CLONE_NAME>' cannot be opened. It is in the middle of a restore.
