Answer

Upgrading OTV to the latest version using the upgrade ISO from the NetApp Support Site ensures that OTV is running a newer version of VMware Tools.

If a later version of VM Tools is required, then follow the procedure in VMware document Manually Install VMware Tools on Linux.
