OTV not starting with shell output reporting unable to get current server API group list

Issue
- After rebooting the ONTAP Tools for vSphere (OTV) appliance in preparation for an upgrade, the appliance fails to start properly.
- The OTV web console may report a
05061 error - When attempting to check pod status with
kn get podsor similar Kubernetes commands, the following error is repeatedly observed:
E062621:38:57.8700662339246 memcache.go:238] couldn't get current server API group list: the server has asked for the client to provide credentialserror: You must be logged in to the server (the server has asked for the client to provide credentials)
- The appliance web UI may be available, but CLI pod management commands fail with authentication errors.
