OTV: Locally scoped vSphere plugin options greyed out showing "Insufficient privilege"

Issue

After starting the NetApp ONTAP Tools plugin, pages are not populating, and choice selections are greyed out.

When hovering over any task option, " Insufficient privilege " is reported:
