Degraded Error in ONTAP Tools Manager UI After Deploying OTV Due to vCenter Permission Restrictions

Issue
- After deploying OTV, the ONTAP Tools Manager UI displays a Degraded status from the Overview page.
- When hovering over the Degraded status, the UI message indicates that post-upgrade steps had failed and referenced the
/var/log/ansible-perl-errors.logfile. - When reviewing OTV's
post-deployment-upgrade.log, similar errors can be seen:
