Cannot Modify or Remove Unknown SVM Scoped Storage from OTV plugin in vCenter

Issue

After deploying a new OTV 9.13P2 appliance to replace an OTV 9.13 flat VM, the SVM scoped storage entries in the OTV vCenter plugin reported -
"Error occurred while removing Storage System: Unknown - svm_ip_address Reason: org.apache. http.conn.HttpHostConnectException: Connect to svm_ip_address:443 [/svm_ip_address]failed:Connection timed out (Connection timed out)" 
- when attempting to modify or remove it.
