VASA Provider: "The VASA Provider server on the host 'ipaddress' could not be reached" error after changing VP IP

Issue

After changing the IP address of OTV and VP, the following error is seen when attempting to register VP from OTV's Settings > Manage Capabilities

"The VASA Provider server on the host of <ipaddress> could not be reached."
