SRA command 'discoverArrays' failed Insufficient privleges for direct SVM service account

Issue

When running discoverArrays in SRM error reported:
 
SRA command 'discoverArrays' failed. Insufficient privileges. User does not have xxxx access to this resource. Check SRM logs for more details.
 
Looking at SRA.log, it is reporting that API is reporting no access to resource on volume efficiency:
