User sees "Incorrect username or password" or "Communication error" when logging into OnCommand Insight Java client

Issue

After upgrading from OCI 7.2.x to 7.3.x, when attempting to login to the OCI Java client it fails with "Incorrect user name or password".

Similarly another message that the OCI Java client can fail out with after attempting to log in is "Communication error".
