Unable to access OnCommand Insight Data warehouse Reporting portal, getting error "The page cannot be displayed"

Issue

When trying to access to Data Warehouse (DWH) reporting portal, we get the error as "The page cannot be displayed", when checked the services, we see that IBM Cognos service was not running and when try to start the service, we get error as shown in screenshots.
