OnCommand Insight web interface displays "This site can't be reached" due to expired certificate on Saturday, September 21st 2019

Issue
Symptom 1
After Saturday September 21st 2019 OnCommand Insight's web interface is returning the following message or HTTP 404 ERROR:
This site can’t be reached
localhost refused to connect.
Try:
Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_REFUSED
Symptom 2
This issue can be identified by checking the OCI logs folder and the server.log
file:
%sanscreen_home%\SANscreen\wildfly\standalone\log
In the server.log
file, the following error is displayed (though it may have a different hour and timezone):
Caused by: java.security.cert.CertificateExpiredException: NotAfter: Sat Sep 21 16:01:23 EDT 2019
If you see this line, or one similar with a slightly different time, OCI is impacted by this issue. Additionally in Windows Event Viewer you will find the following event.
Event 100, MySQL
Bad handshake For more information, see Help and Support Center at http://www.mysql.com.
Symptom 3
OnCommand Insight Data Warehouse ETLs failing since Saturday September 21st 2019.
Symptom 4
OnCommand Insight deployment file "oci.war
" fails to deploy. This file, if failed, will be named "oci.war.failed
" and is located in the following directory:
%sanscreen_home%\SANscreen\wildfly\standalone\deployments
