DII Cognos scheduled custom reports stop being delivered by email until the schedule is modified

Issue
A previously working scheduled custom report in DII stops arriving by email at its configured run time. The report itself still exists, the recipient list is unchanged, and no error is shown to the user.
Symptoms observed:
- Recipients stop receiving the scheduled report. There is no NDR or bounce notification at the recipient mailbox.
- Manually running ("Run report" / "Run as") the same report and emailing it to the same recipients works.
- "Run with options" (debug run) of the report to the same recipients works.
- The schedule shows as enabled in the report properties; "Next run" timestamp continues to advance.
- Recipient addresses are NOT on the AWS SES suppression list (verified via the browser developer tools / JSON response described in the related DII suppression-list article).
