Issue
- Active IQ Unified Manager fails to acquire a cluster on the first poll after being added with "JMS Message Cluster is null" observed in the recording sample log
- Removing and re-adding the cluster does not change the behavior
- No remnants of this cluster are observed in the database which would cause issues with adding the cluster again
