Snap Creator's Vibe Plug-in fails to run with scAgent from 4.3.3P3 on Win 2016-2019

Issue

When attempting to run the scAgent with Vibe on Windows 2016 or Windows 2019, the scAgent cannot start the Perl Module from Vibe.

In the debug log of the Backup created on the scServer side, it shows the following errors (example for 4.3.3P7):

WARN: Could not load plugin vibe. Reason: Can't load 'C:\windows\TEMP\par-5345474f544e383030393024\cache-1a7586022c7f1ee7120697cbd8dde1c181e315ad\7950eb35.xs.dll' for module XML::Parser::Expat: load_file:The specified module could not be found at <embedded>/DynaLoader.pm line 193.
