Issue

SCF backups work when the scServer start command was run as root user

SCF backups fail when the scServer start command was run as another user.  The error seen is:

ERROR - ENG-00001: Starting workflow [backup] failed with error:[CAT-00106: Couldn't create Extended Repository Record entry] Trace : com.netapp.snapcreator.workflow.exception.WorkFlowException: CAT-00106: Couldn't create Extended Repository Record entry
