Snap Creator Framework service will not start on Windows

Issue

Snap Creator service will not start on Windows and fails with the following error:
 
Windows could not Start the SnapCreatorServerService on Local Computer. For more information. review the System Event Log. If this is a non-Microsoft service, contact the service vendor, and refer to service-specific error code 1.
 
When attempting to start from CMD or PowerShell:
 
SERVICE_NAME: snapcreatorserverservice
TYPE               : 10  WIN32_OWN_PROCESS
STATE              : 2  START_PENDING
(NOT_STOPPABLE, NOT_PAUSABLE, IGNORES_SHUTDOWN)
 
From the config log the following error is seen:
 
500 Can't locate object method new via package LWP::Protocol:: https::Socket at SnapCreator/Service/Repository.pm line 212.
