When subscribing to EMS events within Unified Manager, "Applicable to Cluster" status shows “No”

Issue

To configure ONTAP EMS (Event Management System) Subscriptions in Unified Manager (UM), review KB How to configure ONTAP EMS Event Subscriptions in OnCommand Unified Manager / Active IQ Unified Manager

For the issue outlined in this KB article, the Unified Manager WebUI  "Applicable to Cluster" status will say "No"

The ocumserver.log file will display the following error message:
Failed to create EMS Destination xxxx.com on . Error: Data ONTAP reported error code (13130), message: 'duplicate entry'
