Unable to launch OnCommand System Manager even after restoring the 'SystemManager.config' file

Issue

OnCommand System Manager (OCSM) does not launch. Restoring the SystemManager.config file by following the procedure written in OnCommand System Manager 3.1.1 Release Notes does not solve the issue.

While upgrading from OnCommand System Manger 2.2 to 3.1 and when attempting to start the System Manager, the following error message is displayed:
Unable to load the storage systems as the OnCommand System Manager configuration file is corrupted. Unable to add hosts when the System Manger loads.
