OnCommand Unified Manager is unable to log into 7-mode systems using the RSH protocol

Issue

The DFM monitor suspends or crashes. The following error message is logged in dfmmonitor.log:
The Login protocol probe rsh (default) is failed for <controller>

DFM's Protection Manager Diagnose wizard reports the following error message:
netapp.sumo.toolkit.zephyr.dfm.DFMResultException: Error occurred in host-create-ndmpuser on <um_host>: Rsh access to host <controller> failed. (errno=13114)

The dfpm.log may contain:
jul 10 23:01:24 [dfpm:ERROR]: [23572:0x1204]: proc_pipe CreateProcess failed: The system cannot find the file specified (2)
jul 10 23:01:24 [dfpm:ERROR]: [23572:0x1204]: Unable to spawn command: rsh ...

Logs are located in C:\Program Files\NetApp\DataFabric Manager\DFM\log by default.
