Unable to run "cf: forcetakeover -d" since remote synchronous mirroring is not enabled

Issue

After running the cf forcetakeover -d command during a disaster or site failover test, the following error message is displayed:

'cf: forcetakeover -d cannot be performed because remote synchronous mirroring is not enabled'

However all aggregates show as "mirrored" in aggr status output.
