Network Adapter Auto Negotiation Status May Change on Compute Nodes

Issue

After changing network interface link state in the VMware ESXi hypervisor using esxcli network nic down or other methods, auto negotiation will automatically be enabled when the network interface is brought back up. This is true regardless of the configured auto negotiation state when the interface was brought down.

This change to auto negotiation configuration will not result in an outage or communication issues, but will represent a change in configured state between when the interface is brought offline versus when it is brought back online.
