osc tcp connectFailed event occurs intermittently

Issue
* The following event intermittently occurs.
> > osc.tcp.connectFailed: TCP connection to object store server hostname
> > 'XX-XX-XXXX.amazonaws.com' fails over IP address 'XX.XX.XX.XX' on node
> > 'XXXX'.
* "Object.store.unavailable" event doesn't occur.
* Cloud tiering is healthy.
