Tenant registration and user management

Issue

When attempting to register the NetApp Console Agent for a specific tenancy, the
user receives the following error:

User is not associated as admin to the tenancy account account-ABCHGyLCZYX.
Additional details:
Backend logs show the user is a SuperAdmin for a different account (e.g.,
account-XYZDPSLABC), but only has Folder/Project Admin rights for the
problematic account (account-ABCHGyLCZYX).
