LIF Unreachable Despite Port Status Healthy

Issue

An intercluster LIF (halnasa0101_icl) on node halnasa0101 becomes unreachable
when it is homed on port e0f, even though the port status is reported as healthy
(up). When the LIF is migrated to another port (e.g., e0e), intercluster
connectivity is immediately restored.

When LIF is on e0f (home port):
