LIF Unreachable Despite Port Status Healthy

Issue

An intercluster LIF (halnasa0101_icl) on node halnasa0101 becomes unreachable
when it is homed on port e0f, even though the port status is reported as healthy
(up). When the LIF is migrated to another port (e.g., e0e), intercluster
connectivity is immediately restored.

Network device-discovery output indicated that the expected and actual
switch/port connections did not match for ports e0f and e0g.
