Unable to load CVO WE information and perform upgrade due to volume API timing out

Issue
- Attempting to upgrade a Cloud Volumes ONTAP cluster via NetApp Console fails with error
"Error: Timeout reached when connecting to remote API" - The “Upgrade” button in the UI does not load, and manual upgrade attempts (via agent/Connector) also fail. ]
- API/UI calls are slow or non-functional since volumes related API calls https://api.bhttps://api.bluexp.netapp.com/occm/api/ontaps/working-environments/VsaWorkingEnvironment-XXXX/volumesuexp.netapp.com/occm/a...t-XXXX/volumes return HTTP 400/504 errors and time out.

Error: Timeout reached when connecting to remote API
- “Upgrade CVO” button does not load in NetApp Console UI
- Manual upgrade attempts fail at “DescribeSVM” or “DownloadClusterImage” steps
- Volume API calls time out or return HTTP 400/504 errors
