Answer

Yes, it is for HA pairs.
  • For single node systems, I/O is interrupted.
  • For HA pairs, the change is nondisruptive. HA pairs continue to serve data.
  • To see if the change (or rollback) is possible, consult the relevant table as this depends on the license used, the type of disk (page blob or managed disks) and the VM type.
