CVO HA node takeover failure due to backend Azure Host networking issue

Issue

Cloud Volumes ONTAP (CVO) environment experienced a node-down event, and the partner node was unable to perform takeover due to persistent HA interconnect errors. The following errors were observed in the EMS logs:

[node-02:cf_main:cf.fsm.takeoverOfPartnerDisabled:error]: Failover monitor: takeover of node-01 disabled (HA interconnect error. Verify that the partner node is running and that the HA interconnect cabling is correct, if applicable. For further assistance, contact technical support).
[node-02:cf_main:ha.takeoverImpIC:alert]: Takeover of the partner node is not possible due to interconnect errors.
[node-02:statd:cf.takeover.disabled:alert]: HA mode, but takeover of partner is disabled due to reason: HA interconnect error.
[node-02:cfdisk_config:cf.diskinventory.sendFailed:debug]: params:{'reason':'HAInterconnectdown','errorCode':'0'}
[node-02:monitor:monitor.globalStatus.critical:EMERGENCY]: Controller failover of node-01 is not possible: HA interconnect error.
