Cloud Tiering not enabled on Azure CVO during deployment

Issue

  • When deploying a new Azure CVO with tiering enabled , the deployment completes successfully , but aggregate tiering remains disabled.Attempts to enable tiering manually from the NetApp Console or ONTAP System Manager are unsuccessful. The CVO and NetApp agent are in different regions but their vnets are peered.
  • During the CVO deployment , NetApp agent is able to create the storage account needed for tiering but it fails to create a container inside it as it fails with error :
