Unable to manually Activate Cloud Backup for CVO on Azure: The resource is not found

Issue
- Backup & Recovery was manually enabled on CVO after deployment with "Bring your own Storage Account" but later disabled as the destination storage account was created in the wrong Resource Group by the user.
- Storage account and resource group manually deleted from Azure portal after disabling the Backup & Recovery feature for
- When enabling back Backup & Recovery on CVO working environment, the actions fails in BlueXP with the error:
"Error:Failed to back up working environment. {"error":{"code":"ResourceNotFound","message":"The Resource 'Microsoft.Storage/storageAccounts/netappbackupxxxxxxxx' under resource group '<resource_group_name>' was not found. For more details please go to https://aka.ms/ARMResourceNotFoundFix"}}"
