CVO Azure is still using Node Based Licensing after Node to Capacity conversion

Issue
- After converting a CVO license from node-based (BYOL) to capacity-based using the Azure SaaS Marketplace contract, the NetApp Console continues to display the CVO as using node-based licensing. Usage reports and the Console UI do not reflect the new capacity-based licensing.
- CVO HA system is seen associated with new capacity license serial numbers.
- NetApp Console Audit Timeline "BYOL to Capacity" conversion action failed with the error below:
