Unable to Deploy New Cloud Volumes ONTAP (CVO) Instances post 4.9.0 Upgrade of Agent in Restricted Mode environment

Issue

After a recent update, users with organizational admin privileges are unable to deploy new CVO instances in Azure and GCP. The interface, previously accessible, now displays the following error:

"You don't have the permissions to add or discover a system. Contact your system administrator for information."
