On-Prem Console Agent static-file-server crash loop after compose auto-update

Issue

After a NetApp Service Manager (sm2) compose auto-update, the On-Premise NetApp Console Agent  local web UI shows 'Service Unavailable'.
  • The cloudmanager_static-file-server container enters a crash loop every 3–4 seconds.
  • cloudmanager_traefik is inactive and reports 'Service Unavailable'.
  • All other connector containers remain active (occm, credentials, vault, mysql, etc.).
Container log error:
open() "/var/run/nginx.pid" failed (13: Permission denied)
nginx: [emerg] open() "/var/run/nginx.pid" failed (13: Permission denied)
Service manager health report:
cloudmanager_static-file-server: inactive
cloudmanager_traefik: inactive — Service Unavailable
