Issue

Cinder drivers fail to provision new volumes due to LUN limit reached for the volume

•    Error provisioning volume volume-3e0cd84d-cb2f-4194-9123-b994b4a0f090 on n2_data1. Details: NetApp API failed. Reason - 9158:Volume contains the maximum supported limit for LUNs or NVMe namespaces. It is not possible to create more LUNs or NVMe namespaces in the volume.: NaApiError: NetApp API failed. Reason - 9158:Volume contains the maximum supported limit for LUNs or NVMe namespaces. It is not possible to create more LUNs or NVMe namespaces in the volume.
•    ERROR cinder.volume.drivers.netapp.dataontap.block_base [req-8b551147-1117-45a8-b1c7-1c4665f1e121 2532f4fe1bc84683a7f6131d1544c136 407a41ee22974529ad9ae2e1a126763f - default default] Exception cloning volume volume-634362cb-20e7-4d2f-9f5f-aa5dffca7031 from source volume snapshot-1724cc6c-725a-4b62-809c-6f577fc12248.: NaApiError: NetApp API failed.
