Cinder Volume Driver Fails to Initialize with “netapp login is not set” Error

Issue

Cinder volume services were reporting as “down” and missing heartbeat alerts for NetApp ONTAP iSCSI backends. The following errors appeared repeatedly in the logs:

ERROR cinder.volume.manager Failed to initialize driver.: cinder.exception.InvalidInput: Invalid input received: Configuration value netapp_login is not set.
ERROR cinder.service Manager for service cinder-volume-ontap-iscsi-0@ontap-san-backend is reporting problems, not sending heartbeat. Service will appear "down".
ERROR cinder.volume.volume_utils Volume driver NetAppCmodeISCSIDriver not initialized
ERROR cinder.volume.manager Cannot complete RPC initialization because driver isn't initialized properly.: cinder.exception.DriverNotInitialized: Volume driver not ready.
WARNING cinder.volume.manager Update driver status failed: (config name ontap-san-backend) is uninitialized.
