Cinder Data Volume Attachment Fails with HTTP 400 Error in OpenStack Using NetApp ONTAP

Issue
Some Cinder data volumes fail to attach in OpenStack, returning an HTTP 400 error. The issue is intermittent—some volume attachments succeed, while others fail.
