Unable to deploy a new working environment in Cloud Manager due to key pair error

Issue

The following red banner errors are displayed when attempting to create a new working environment:
  • No key pairs are available in this region. Please add Key Pair or try another region.
  • An error occurred while retrieving list of VPCs with subnets: Cloud Manager cannot connect to the cloud. Verify that the Cloud Manager host has access to the internet through an internet gateway, proxy, or VPN.
