Extra CVO charge occurs despite having capacity license after changing license package

Issue

  1. The CVO is licensed with a Professional BYOL Capacity license.
  2. An Essentials BYOL Capacity license is installed in the Digital Wallet because the Professional BYOL Capacity license is expiring.
  3. The Essentials license is associated with the CVO.
  4. An extra CVO PAYGO (Pay-as-you-go) charge occurs after the Professional BYOL license expires.
