Cloud Volumes ONTAP upgrade fails with License not found in the cot manifest

Issue
- The desired ONTAP version is not presented as an option in BlueXP
- On attempting to upgrade CVO using the URL method, BlueXP fails and the following errors are seen in the connector logs
