Cloud Volumes ONTAP in Azure fails to boot during upgrade to ONTAP 9.14.1

Issue
- During an ONTAP upgrade to ONTAP 9.14.1, the node does not boot up properly.
- On initial boot up, the following error is seen at the serial console:
g_uzip_do: error 7 detected when inflating
Uptime: 3m7s
System rebooting..
- Subsequent attempts to reboot result in no output at the serial console:
