CVO Cluster does not boot after changing from High Write Speed mode back to Normal mode

Issue
Upon changing a CVO write speed from High to Normal, the cluster faces many issues, such as:
- Being unable to boot nodes
- Console unavailable
- Network issues
- Cluster, Node, and SVM IP addresses are not pingable
- Rebooting both nodes via Azure hasn't resolved the issue
