Azure CVO fails to boot with error coredisk is missing

Issue

After an Azure maintenance event the CVO failed to boot. The error during boot was as follows:
Error: coredisk is missing. Make sure coredisk is attached before restarting the VM.
ERROR: Failure detected while running pre-ONTAP initialization script.
ERROR: Data ONTAP startup failed - initiating shutdown.
