Answer

No, these 4MB objects are user data stored in fabric pool and should not be deleted from the cloud provider end.

Additional Information

You can check this with command below:

cluster1::> storage aggregate show-space
Aggregate : aggr1
S3Bucket
      Feature                                           Used      Used%
      --------------------------------      ----------------      -----
      Referenced Capacity                             10.1TB         0%
      Unreclaimed Space                               1.80TB         0%
      Total Physical Used                             11.9TB         0%
Aggregate : aggr2
S3Bucket
      Feature                                           Used      Used%
      --------------------------------      ----------------      -----
      Referenced Capacity                             18.8TB         0%
      Unreclaimed Space                               1.38TB         0%
      Total Physical Used                             20.2TB         0%

If you add the compare the "Total Physical Used" space for object-store will be almost equal to total fabric pool used space.
Note: The small difference in used space will be metadata references.
