Various services show as unavailable for On-Premises working environment in BlueXP deployed via Azure Marketplace

Issue

After deploying a BlueXP connector via Azure Marketplace and adding an On-Premises working environment (WE) to the canvas, selecting the WE in the canvas shows various services as "Unavailable" in the details pane. Hovering over the information icon shows a tooltip message "Failed to determine service status."

Further review of the docker containers (running sudo docker ps on the connector) reveals that there are no cloudmanager_tiering or cloudmanager_cbs containers deployed.
